Mizoram Congress Observes 'Black Day' Over Proposed FCRA Amendment

Aizawl, July 22, 2026: The Mizoram Pradesh Congress Committee (MPCC) observed a 'Black Day' in Aizawl and Lunglei on July 21 to protest against the proposed amendment to the Foreign Contribution Regulation Act (FCRA), calling for its immediate withdrawal.

The protestors urged the BJP-led NDA government to reconsider the proposed legislation, which they said could adversely affect Christian institutions and charitable organisations dependent on foreign contributions.

The MPCC also called on Chief Minister Lalduhoma to publicly express solidarity with Christian communities facing persecution in different parts of the country. It urged him to convene church leaders, civil society representatives and political parties and lead a delegation to New Delhi to meet Prime Minister Narendra Modi and seek withdrawal of the proposed amendment.

The Congress also appealed to Mizoram's two Members of Parliament to oppose the proposed legislation and vote against it without abstaining. It further asked the Zoram People's Movement (ZPM)-led state government to convene a special session of the Mizoram Legislative Assembly to pass a resolution opposing the proposed FCRA Amendment Bill.

Addressing the gathering, MPCC senior vice-president Lalnunmawia Chuaungo said the proposed FCRA Amendment Bill, 2026, would have serious implications for Christian institutions, particularly in Mizoram, where foreign contributions support charitable initiatives, including orphanages, hospitals and centres serving people with disabilities.

He also claimed that the proposed legislation could result in the confiscation of assets created by churches and non-governmental organisations through foreign contributions.

Former MP and All India Congress Committee in-charge of Mizoram Chella Kumar reiterated the Congress party's opposition to the proposed amendment. He alleged that the BJP-led government had been targeting religious and other minority communities while exempting the Rashtriya Swayamsevak Sangh (RSS) from the scope of the legislation.

The MPCC said the protest was aimed at drawing public attention to what it described as the potential impact of the proposed FCRA changes on charitable and faith-based institutions and at urging the Centre to protect the rights of religious minorities and civil society organisations.
