Thiruvananthapuram, March 29, 2026: V. D. Satheesan has expressed serious concerns over the proposed amendments to the Foreign Contribution (Regulation) Act, urging the Union Government to review the provisions in light of growing apprehensions among minority institutions.
In a letter addressed to Narendra Modi, the Leader of the Opposition in the Kerala Legislative Assembly highlighted the potential impact of the amendments currently under consideration in Parliament. He noted that the scope and implications of the proposed changes have created unease among various sections of society, particularly organisations engaged in education, healthcare, and social service.
A key concern raised in the letter relates to provisions that would allow the central government to take control of assets in cases where licences are delayed in renewal or not renewed. V. D. Satheesan cautioned that such measures could adversely affect genuine institutions due to procedural or administrative lapses, rather than any intentional wrongdoing.
He further emphasised that minority institutions, which have historically contributed significantly to nation-building through their service-oriented initiatives, are particularly vulnerable under the proposed framework. The amendments, he warned, may impose additional administrative challenges and hinder their ability to continue vital community work.
Calling for a balanced and fair approach, V. D. Satheesan urged the Government of India to reconsider the amendments to the Foreign Contribution (Regulation) Act, ensuring that regulatory mechanisms do not unintentionally disrupt institutions serving the public good.
The letter adds to the ongoing national discussion surrounding the proposed changes, reflecting concerns about maintaining accountability while safeguarding the functioning and autonomy of socially impactful organisations.
