Kerala Chief Minister Urges PM to Reconsider FCRA Amendment Provisions Amid Minority Concerns

Thiruvananthapuram, March 29, 2026: Pinarayi Vijayan has written to Narendra Modi expressing serious concerns over certain provisions in the Foreign Contribution (Regulation) Amendment Bill, 2026, urging reconsideration in light of growing anxiety among minority communities.


In his communication, the Chief Minister noted that the recently introduced Bill has raised apprehensions across various sections of society, particularly among religious and minority groups. He pointed out that specific clauses granting authorities the power to take over assets—even in cases involving technical lapses—could lead to unintended consequences.


Highlighting the implications of such provisions, he observed that granting sweeping powers without adequate safeguards may result in arbitrary use, thereby affecting institutions engaged in social, educational, and charitable work. He emphasised that the existing legal framework already provides sufficient mechanisms to address misuse of foreign contributions, making additional stringent provisions unnecessary.


The Chief Minister further cautioned that the proposed amendments could disrupt the functioning of organisations that play a vital role in serving the poor and marginalised. He expressed concern that even minor procedural issues could expose these institutions to severe action, including the takeover of assets such as places of worship and charitable establishments.


Describing the matter as one that directly impacts the confidence and security of minority communities, Pinarayi Vijayan appealed to the Prime Minister to intervene and review the contentious provisions. He specifically called for the withdrawal of clauses related to asset takeover, stressing the need to ensure fairness and protect the autonomy of service-oriented institutions.


The letter reflects broader concerns being voiced in different quarters regarding the balance between regulation and institutional freedom.
