Kochi, April 24, 2026: The Kerala Catholic Youth Movement (KCYM) of the Archdiocese of Verapoly has raised serious concerns over recent amendments to the Foreign Contribution Regulation Act (FCRA), cautioning that the changes could significantly impact churches and Christian institutions across India.
In a memorandum addressed to Union Minister for Parliamentary Affairs Kiren Rijiju, KCYM Verapoly expressed apprehension that the amendments, though presented as measures to enhance financial transparency, may infringe upon the autonomy and property rights of religious institutions. The youth movement warned that the revised provisions could lead to undue interference in the internal administration of churches and faith-based organisations.
Highlighting the Church's longstanding contribution to Indian society through its extensive work in education, healthcare and social service, KCYM noted that excessive regulatory oversight could hamper these ministries and weaken the constitutional principles of religious freedom and democratic governance.
The organisation stressed that regulatory frameworks must serve the cause of accountability without becoming instruments of intimidation or control. It cautioned that any measures perceived as targeting religious communities could undermine trust and disrupt the independent functioning of institutions dedicated to public welfare.
Urging the Central Government to review the amendments, KCYM called for meaningful consultation with stakeholders, including representatives of religious and charitable organisations. It appealed for the protection of the lawful rights, dignity and autonomy of churches and other faith-based bodies.
KCYM also invited believers and all people of goodwill to remain vigilant and united in defending democratic values and the fundamental right to religious freedom.
Expressing confidence in a just and inclusive resolution, the youth movement said it trusts that the Government will address these concerns with fairness, sensitivity and respect for India's pluralistic traditions.
