New Delhi, April 12, 2026: In a significant effort to address emerging legal concerns surrounding minority rights in India, the CBCI Legal Cell, in collaboration with the Delhi Lawyers Forum, convened a consultation at the CBCI Centre. The meeting focused on the Constitutional Amendment Bill No. XVIII of 2026 relating to “Minority,” alongside deliberations on the Foreign Contribution (Regulation) Act (FCRA).
Bringing together around 30 legal experts and stakeholders, the consultation sought to examine the constitutional, legal and societal implications of recent legislative developments that may affect minority communities across the country.
Dr. Mathew Koyickal, Deputy Secretary General of the Catholic Bishops' Conference of India (CBCI), inaugurated the session, voicing concern over the potential impact of the proposed amendment on minority rights. The discussions commenced with an overview of the constitutional safeguards for minorities presented by Advocate Colin Gonsalves of the Human Rights Law Network.
Advocate P. I. Jose followed with a presentation on “Changing Trends and Their Impact on Minority Rights in the Current Indian Scenario,” outlining evolving patterns and their implications. Advocate Sr Tresa Paul, SCC, offered insights into judicial perspectives, reflecting on recent legal interpretations and judgements concerning minority protections.
A detailed analysis of Section 15 of the proposed FCRA provisions was presented by George Kuruvilla, who explained that assets created wholly or partially through foreign contributions could, under the proposal, be transferred to authorities designated by the government. Participants engaged in a critical discussion on the possible consequences of such provisions, particularly for institutions and properties developed through foreign funding.
The consultation underscored the importance of identifying and documenting significant cases in advance to formulate a comprehensive legal strategy. Participants also expressed their readiness to pursue legal recourse should the proposed amendments be enacted.
Organisers noted that the initiative aimed to foster informed dialogue and constructive engagement on pressing constitutional issues affecting minority rights in India.
